Even Aung Aung San Suu Kyi unwerstands a Moslem minority's potential destruction of the whole society. Việt Nam has its own small Mohammedan minority but they are really more traditional animists with a Moslem overlay as the Indonesians mostly were until the last couple of decades. Việt Nam is restrictive about granting visas and Moslems are not on the visa list. The Cham Moslems find it difficult to get internal travel permits whereas they are pretty much pro forma for the rest of the population. They have a hard time getting passports whereas they are easy and cheap for the rest. Most of the people I know have got passports. Getting another country to grant a visa or piling up the airfare and vacation expenses is problematic but VN doesn't bar them from leaving for vacations or extended visits.
