It’s not reasonable since 2A is a right.

You don’t have to register to vote. All states have registration, but if you don’t register, you can still show up and vote.

If you show up at my district unregistered and demand to be allowed to vote, my instructions are to give you a provisional ballot. When it is checked against the registration rolls and you are not found there, your vote will not be counted.
