Not sure about other phones, but the iPhone allows you to set a Do Not Disturb function. There are multiple settings for calls and alerts. Alerts won't come through, and you can set it to allow calls from everyone, no one, contacts, or only those contacts on your favorites list. It also allows you to set it to allow a repeated call from the same number - say someone trying to reach you in an emergency. It also allows you to set the silence mode to when the phone is locked or always. I only see the alerts when I unlock my phone.
It varies. A lot depends on who was involved, what the crime was, and where it occurred. The Major Crimes Act defines certain crimes by Natives against Natives that are under federal jurisdiction. In this case, a double-kidnapping, a possible rape, and a murder, it would be federal.
