Well, context helps.
But again maybe he went over to make a show of boosting the USA for the Olympics, knowing that this would be during an era after he was out of power, and so deliberately failed.

And anyhow, Trump is calling out Obama of having made a failed show of boosting the USA for the Olympics (which typically has not needed a presidential intervention, IIRC). Whether or not he was intending to fail. Maybe he was actually intending to succeed.
