Well, if he’s opening it up for insurance companies to compete for business over state lines, that’s not government. It’s private.

It is getting government the hell out of the way. I'm all for it. So is Cruz. So was Santorum and Romney in 2012.

He’s hoping everyone gets covered by private insurance, but on the other hand, he appears to be wanting government to cover the indigent.

This is where it begins to fall apart. Trump says that people without insurance will have their medical expenses covered by the government. However, that creates a huge incentive to not have insurance. So when Trump says "Everybody’s got to be covered", I am hearing him say 'Insurance mandate'.

It would be really nice if Trump would come out and clarify his position. But each time someone tries to get him to elaborate, he changes the subject.

The only other thing I have to go on is his statements in support of single payer. While it is true that he has said it won't work in the US, it should also be noted that it doesn't work anywhere else either, contrary to Trump's claims. It is a fundamental philosophical error that cannot be overlooked.

“Everybody’s got to be covered”

Trump said we have to take care of people. I remember the first time he said this in an early debate. It didn’t bother that much. For one thing, we already and have always paid for the uninsured sick one way or another. Being from the largest city in the country, he is well aware that any kind of strict application of “no insurance, no care” would lead to dead bodies in the street. If you can live with that, then I don’t know what to say.

He made it clear that it was not a popular “Republican thing to say”, but was willing to take the heat for it. What politician would be willing to step out on a ledge like that (No -Ted Cruz on Ethanol in one state doesn’t come close).

With this statement and others, you will find that Trump doesn’t have to pivot much. He has prepared the general election battlefield very well I think. The same cannot be said for a Ted Cruz; some of his positions you best love about him may very well go through a twisted remake, or worse, down the memory hole.
