The caucus on Guam took place on 1 day
We did not select delegates who would then select delegates to select delegates. The caucus chose to support Ted Cruz. There was no intermediate step. I was there.

There are only 140,000 people here and the island is about 1/2 the size of an average county so a caucus works better here than a larger place with a larger population.

Exactly. That’s how political parties work within our federalist system. It ain’t perfect, but it’s not Nazi Germany.
