I spoke with an individual who explained it thusly:
People can be both State and Congressional District delegates, although they are different things. The people on the first document were all the "winners" of those particular spots. However, paperwork was turned in (see the second document) by the local caucus chair (a Cruz supporter) to the GOP removing the winners of the congressional district positions, and replacing them all.
It seems like this might be real evidence of theft. The person I spoke to is involved with caucusing in that state and also claims there are "hundreds of irregularities," and, "without exception, they result in Cruz getting the delegate."
OK well if it is illicit theft then I hope there is a legal process where the evidence can be presented and remedy pushed on behalf of the voters. But if it’s legal theft then I suppose the closest thing to a moral remedy is to appeal to Cruz to disavow it. And if he will not then challenge his supporters about supporting him.
