For this to happen, Trump’s and probably Cruz’s delegates would have to vote to repeal rule 40. I cannot see either set wanting to open the field to new candidates. That is assuming that Cruz wins one more majority. Otherwise, his delegates would not want rule 40 either.

By the way, Rubio endorsed Ted Cruz, calling him the only conservative left in the race.
