All he would have to do is detonate it at 200-300 miles AGL [above ground level] and we go back in time to the early 1800’s in under a minute. and 90% + of our population would be dead within 1 year.

You need a LOT more yield than a mini-nuke to generate enough EMP to shut it all down.
