To participate, you had to (a) be a registered Republican for 30+ days and (b) show up.

if all registered republicans actually showed up, their wouldn’t be enough meeting rooms to hold them in the entire state and the caucuses wouldn’t ‘work’.
the GOPe is counting on just a very, very,very few showing up. that’s why the reserved rooms are always so very, very, very tiny.
btw, i attended the colorado caucus and the entire thing was a total joke. some insider old-coot decided on his won, and completely against the rules, to conduct ALL 20 caucuses at the location as one caucus and the sheeple went along with it. furthermore, the old-coot insider completely mangled the agenda and order of business, conducting the agenda items in arbitrary order, and once again, not a single sheeple raised a peep.
