I don’t remember 100,000 cops hired, but I do remember a few police chiefs with a few new toys and some townships with an ifluz of sudden money. Not many new cops tho.
There never were any additional cops. Agencies are continuously hiring. An agency gets assigned, say, three “COPS” cops, with funding for the first three years, and agrees to retain the “additional” cops beyond that.
But agencies always incur vacancies when cops leave or retire. An agency can take its time filling its vacancies - never really expanding the force at all.
So basically, the agency gets three free personnel for three years, without ever fielding an extra officer. At some point, the agency reduces authorized staffing, due to budget constraints, back to what it was before.
I remember a lot more police departments with shiny new SWAT gear.
It just dawned on me that TV glamorized the dynamic entry. Is it any wonder we are trending towards a poice state?
