He has not and can not change Church teaching!
The Church does not, can not and will not recognize Sodomy as a legitimate or moral expression of human sexuality. It will not allow divorced and civilly remarried Catholics to receive the Eucharist. They must obtain an annulment in the Church.
He has now waived many of the fees so more people can attempt to obtain an annulment, yet they are not handed out quite so easily as civil divorces. The Church requires that proof of deception or defect in the union is discovered prior to granting one. The fact that I don't want to be married to this person because I have found a better deal, or I am unhappy is not a reason for an annulment.
Marriage is hard work and it is not intended to be something that is created for the benefit of the participants. It is set up for the protection of children and society. Children are a natural consequence of the heterosexual sex act. No amount of sodomy or technique will allow two men or two women to create a natural birth. It protects children by requiring that men who impregnate women are required by society to care for the children they create and it protects society by making men care for the children they create and not having them rely on the forced support of strangers through their tax dollars.
