This was done in Newport News back in the mid-80s. The reasoning was that the good citizens would raise the level of the criminals to our level. It didn’t work.
We lived in a nice working class apartment complex. It went Section 8. Gang bangers and drug dealers moved in, working people moved out. We stuck it out for a couple years until rounds came through our front door.

Yep.

In my experience, a crowd always devolves to the lowest common denominator.

So instead of making a bad kid better by putting them in with a bunch of good kids. The good kids get worse. Every parent instinctively knows this, thus why they always watch the kids their kid is hanging out with.

Back in the 60’s that was their reasoning for integrating the schools, “to bring blacks up to the same education level as whites”. It didn’t work either.

My dear departed Dad said, “we won’t bring them up to our level, they’ll bring us down to theirs.”

Discipline went out the window. If a black kid starting doing well, the other blacks accused him/her of “acting white”. It was a no-win situation. Still is.
