The voters do not “elect” delegates. Only in the mind of the Cruz flock of geese would such a silly statement be deemed to hold water.
Actually, in some states they do. For example, in PA the delegates in each congressional district are on the ballot, and are elected by the voters.

Where do you think Delegates come from?
Here in Colorado, that is EXACTLY what happens during Caucus.
Each Precinct ELECTS Delegates to the next Higher Assembly.
Then, during Congressional District Assemblies and the State Assembly, those Delegate elect the Delegates for the National Convention.
I’m one of those, and nobody bought and paid for me, and I’m a pledged Cruz Delegate, whether the State or National Party requires it.
