My bet is that Rubio IS the establishment choice. It’s why he hasn’t endorsed, on advice of the Party, and why he’s scrambling to keep his delegates.

He is too strong on 2A to get the nomination.

He is holding them to give to the GOP chosen nominee who is waiting in the wings..

Or he is hope’n they will be enough to put someone over the top and that someone is willing to have him as VP.
