ISIS has a Sinai Branch?

Were we not assured by President Obama not more than a few months ago that he had ISIS contained to a small region in Syria and Northern Iraq.

Now we find ISIS in Libya, the Sinai Peninsula of Egypt, The EU , Yemen. Turkey and a bunch of other places

Russian airliner out of Egypt, brought down in the Sinai, was claimed by ISIS as one of their operations.
