Abortion - like queer marriages - will not and cannot ever be a states right issue.
The Courts have seen to that.
The only option is a Federal ban. An Amendment to the Constitution is best. Along with DC legislative laws.
Even a Federal ban would have to be enforced. I can guarantee that the Feds’ Top 100 priority list will have abortion somewhere between 101 and infinity.
And we all know that isn’t happening.
