25% to Medicare, Medicaid,Children’s Health (CHIP) and Obamacare
16% to defense.
10% for “Safety Net Programs” Food stamps and welfare and such
8% Veterans and Federal retirees

At the federal level the policy wouldn’t be effective if limited to revenue sharing only.
Just defund any federal operation that is unconstitutional.
P.S. - You forgot to mention the 6% of the federal budget that is paid out in interest on the national debt.
Debt that was mostly incurred to fund spending on unconstitutional programs.
