This has always been one of his great Marxist schemes, to break down the neighborhoods and turn them all into crime ridden drug infested slums while he and his cronies luxuriate in their off limits gated communities or retire on tropical islands away from the proletariat.
Does concentrating poverty make it worse? Yes.
Does moving people with bad habits cause them to suddenly value education, marriage and work more? Occasionally.
Does putting poor people in wealthy neighborhoods help their kids do better in life? Sometimes.
Does putting entire poor communities result in these moderate benefits? Nope.
There are practical reasons for this; like the Quartering Act that preceded the American Revolution, taxpayers are being forced to quarter (and school) their fair share of Welfarians. The government at various levels is running out of money to fund them, so they are squeezing the funds at the most basic level: the municipality. The fact that it also dilutes taxpayer votes is a fringe benefit of the plan.
