Where does the mayor get the power to prevent a city employee from travelling anywhere? Non essential would indicate to me that it’s not government business. So, all employees could go to NC on vacation.
I remember when the gay city council of Austin, Texas passed some kind of rule that they wouldn’t do business with some state. Nobody paid attention.

Prior to all this, if a female dressed as a male went into a men’s room, entered a stall, peed, walked out, no one would be the wiser . Even if exposed would likely not have anything done beside run out. If that.

I would take “non-essential” to mean “attendance at a professional conference.”
“Essential” might be “continuing education.”
You realize that 95% of government employees are “non-essential?”
