I believe there was a Supreme Court case back in the 1840’s that said that state and local authorities could not be made to enforce federal laws. So they could pass the law enforcement responsibilities to the county and the county could say no.
The county can call in the fbi in that event.

Get caught on Forest Service land (Gifford Pinchot NF) in Skamania County and you will go to the Skamania Count Court house in Stevenson, WA instead of the Federal court in Portland, OR. Even if the citation is issued by a Forest Service Employee.
