I've long thought California should be re-territorialized, brought under federal control until its finances improve and laws comply with the U.S Constitution.
Disqualifying it's federal voting power would be a good first step.

Congress has the authority to throw out California's electoral votes provided there is a challenge to those votes and both Houses of Congress vote to throw them out.
Congress could theoretically refuse to seat California's senators and congressmen, but that would reopen Powell v. House of Representatives, in which the Supreme Court decided in Adam Clayton Powell's favor.

I don’t think California votes for any national elections should be allowed. They don’t know who the hell is voting in their state. Allowing Mexican Nationals to vote for the U.S. president is unconstitutional. There are a bunch of Californians that need to go to jail.
