I wonder how many special snow flakes would have a fit if they found an inert Snap-Cap training round? I fella could have a lot of fun dropping some around their local university then sit back and watch the fun.
There is nothing illegal about having ammunition on Wisconsin campuses.
I am surprised that no one has gone to the range, picked up a couple of dozen spent .22 casings, and had a hole in their pocket while walking around campus.
I suppose that there is the very remote possibility that they could be charged with littering.
But this has happened to me, quite literally without intention. A small hole in the corner of a pocket is common, and I have often had dozens of spent .22 cartridges that I picked up to use as snap caps in my pocket.
