Not hard, they can go to an atm and take out the cash before they go to the strip club or liquor store. This is just another bill to make politicians look they are doing something but will have minimal impact on anything.
Sell the EBT card for .50-.75 on the dollar. Problem solved (until the retailer buying the cards is busted).
