Probably because MO was a Union state.

Jackson was the Confederate governor of Missouri during the war, and Missouri had representatives seated in the Confederate congress.

The state was occupied by Unionist forces for much of the war, which put in place a puppet government.

It is true that MO was a Confederate state in spirit, but Nathaniel Lyons scattered the government before they could secede. Therefore, it stayed a Union state
