Maybe, but some of the early cases occurred after blood transfusions. I personally think that the way the medical community dealt with HIV is a major triumph - with fairly rapid identification of the agent, and relatively rapid development of effective therapies. HIV went from being a death sentence to a well-tolerated chronic disease.
