How could someone who shot him in the back tell what he was reaching for?

What is missing is the audio. What I want to know is what verbal commands were being given to him. He gets out, hands up, then relatively slowly (not an attempt at a quick draw) reaches towards his jacket, then stops and puts his hands up, then reaches again...

I'm thinking he was being given conflicting verbal commands. But I would never trust any of the LEOs present to accurately relate what happened. We already know they have lied about it. Their integrity was shattered by the first lie.

I’d like to see a version of that video where the brightness was up to snuff. You do not see any muzzle flashes and the flashbangs are very subdued (these are devices which are supposed to be blindingly bright). That keeps you from telling who in the frame shot and when they shot. I really noticed it when seeing the snow kick up at the base of the vehicle door and along the roof line—no muzzle flashes. Either all the shooters were out of the frame and the ones closest to the vehicle were not firing, or the video is darkened to the point the flashes cannot be seen.
