Interestingly enough this “Peace Center” is in an historically Arab town. Jaffa borders Tel Aviv to the south. I was on that same boardwalk in 2009. RIP.

Maybe Peres wanted that Center, in his name towards some kind of coexistence with the Arabs. It's symbolic but Peres made millions of dollars from contributions to establish that center which in all honesty, does absolutely nothing, day in and day out.
It provides a place of employment to the Oslo architects and academicians. The boardwalk is great but the Israeli government is doing nothing to stop them.
