All classified material is only for mission essential/critical personnel. Just because you have a Top Secret security clearance doesn’t mean you get to see all Top Secret information. Additionally, not securing classified information is still a crime even if no one reads it.
Yep, a “need to know” also comes with it. I had a top secret clearance on an auto pilot and my “need to know” was so I could work on it. Never did and never learned enough to work on it anyway. And that’s the only thing I could see with “my” top secret clearance.
