I don’t believe Castro one minute; however, Michael Mukasey (former Federal Prosecutor” mentioned the authorization requirements on one of the Fox News Sunday shows this morning.
I believe that the MINIMAL official authorized would be an Assistant Attorney General in the Justice Dept. Mukasey stated that no one in the FBI is authorized to grant immunity.

This is a trial balloon. Depending on the response, either deniable plausibility, or the “all clear” signal for simply dropping the pursuit of any indictment against Herself. If the reaction is strong and widespread, then stories of the declining health on the part of Herself begin to make greater and great stir in the news media, and Joe Biden/Elizabeth Warren get the nod from the Super-delegates to the Democrat National Convention, and poor old Bernie is out anyway. If the “all clear” is sounded, then the coverup will be taken up in earnest by the Current Regime, and it is back to politics as usual in the White Hut, shuffling personnel who are likely to crack under questioning to much less accessible locations, and the “slow walk” of information trickle continues until well past the election, when the files may be sent to the Orwellian “memory hole”, and none of this ever happened.

I am not an attorney; so, I cannot offer a legitimate opinion on your comment above. I was merely pointing out that the decision to offer immunity has to come from someone in the Justice Dept at the Assistant Attorney General level or higher; therefore, Castro is not in a position to have knowledge or exert influence upon the process.
