“Paper ballots that can be scanned is the solution.”
Thye stuff the ballot box with false paper ballots. They manipulate the counting machines to give false vote counts and false tallies of the votes. They alter the vote tallies reported to the senior election authorities and tamper with the original paper ballots to support the falsified summary reports. Secret ballots make it nearly impossible to stop the innumerable ways in which they can cheat the voters.

Caucuses, where paper ballots are counted by representatives of each candidate, and watched by as many people as can fit, and whose vote totals are matched with the number of attendees, don’t really seem so outrageous.
And they conveniently find paper ballots in someone’s car trunk which ends up deciding a close election.
