I guess my question is...What is your suggestion on how to handle it if Trump falls short of 51%?

Should they pass a new rule before the convention that changes the existing rules in favor of Trump?

Should they mandate that after the first vote if no candidate reaches 51%, all of the delegates are forced to change their votes to whoever had the most votes in prior vote?

I don’t really see the issue here. The convention is setup in a way that if there is overwhelming support for a candidate (>50%), he becomes the nominee. If there isn’t, the party needs to find consensus. That is the way the convention has always worked and from a practical standpoint, I think makes the most sense.

If Trump falls short of 51% they have every right to open the convention.

But if they do so, just about all of his voters will sit home in November. They have to ask themselves if they really want to do that.
