From Virginia Election Commission data, it looks to me like Rubio doubled his baseline support in areas where the Dems have huge traditional majorities — NoVA, Charlottesville, etc. With the Dem primary a runaway, large numbers of Dems crossed over for the day to vote for Rubio. Many probably were government employees and dependent persons, who will not be voting Republican in the general election.
