That reminds me of the “laptops for Africans” campaign a few years ago that was advertised on TV; the pitch was that if you bought a laptop they’d give a free one to someone in Africa. The campaign disappeared, probably because the dumbest person could figure out immediately that they were buying TWO laptops, and giving one for free to an African.
The drive to get these people connected is just a de facto admission that computers are replacing the “old media” - and gibsmedats will never take the initiative to keep up on their own. Companies want to sell to them, and can have the taxpayers foot the bill to provide the medium.
