Every time I want to see a doctor I point out that if I can’t be seen by a VA doctor within 30 days then I’m entitled to go outside the system.

Every time I want to see a doctor I point out that if I can't be seen by a VA doctor within 30 days then I'm entitled to go outside the system.?

Is that a rule that is upheld?
