Since it has worked so well for all of the teachers & auto assemblers, we should do this for the VA.....(sarc).
There was a Havard Business Review article from the 70’s that pretty much proved that money is probably the worst motivator. It’s ability to change behavior is limited, and like heroin the cycle between payoff and the desire for another hit gets shorter and shorter every cycle.
The key to fixing the VA is to establish performance standards that are based on reality, not target-seeking your budget. Once”real” standards are established and additional staff is trained, you can hold people to a standard.
The problem is that you are working with the government. They simply throw money at the problem. They put up posters. And they have “pep rallies.” They don’t generally get “better.”
Give raises to the bureaucrats by cutting back on medical staffing. Sounds like Change You Can Count On. Better Hope you don’t get sick.
I read the comments on this thread. It seems everyone missed the “poison pill” in this proposal that would allow the dumping of the inept and corrupt VA folks.
“But the move would also prevent those employees from delaying disciplinary action by appealing their punishments to the Merit Systems Protection Board. Officials accused of wrongdoing frequently bring their cases to MSPB in an attempt to avoid getting fired or demoted, a tactic that too often allows misbehaving VA staff to keep their jobs.”
At least he has a plan, not seen any proposed by any of the others running. Just hype. https://www.tedcruz.org/american-resolve/
