A lot of the phosphorus comes from animal waste and over-fertilization of lawns. These things should be addressed through public education. As long as people do not clean up after their pets and the perfect green lawn is considered de rigueur in the suburbs, not much can be done.

As long as people do not clean up after their pets Who is going to clean up after all the wildlife - the deer, coyotes, moose, etc. We are being overrun with animals that never were here when I was a kid. I'm talking about the suburbs net to Boston, a densely populated area.
