Why was the San Bernardino County Department of Public Health, of all places, the "owner" of the phone?

Because the Muslim Terrorist worked for the County of San Bernadino and was issued the phone by the County.

I understand. But he was just involved in a terrorist attack. Why in tarnation would they do that? It’s not like he handed in his resignation and everything was AOK.

The FBI is still trying to recover information from two smashed cell phones found in a garbage can near the home.

So many phones. And do you have a link/article stating it is a phone provided by his job?

Apple could have recovered information from the iPhone had the iCloud password not been reset, the company said. If the phone was taken to a location where it recognized the Wi-Fi network, such as the San Bernardino shooters' home, it could have been backed up to the cloud, Apple suggested.

Why state home instead of work as a location where it recognized the Wi-Fi network? Wouldn't that be more logical if it were a "work issued" cell phone?
