The statement should have said something like, The Georgetown School of Law expresses its sorrow at the passing of Justice Scalia, by a vote of 132 to 55.

Or better yet, "132 faculty members of Georgetown University express their sorrow at the passing of a respected and beloved alumnus Justice Scalia."

I suppose if those students of the University who wanted to express their feelings, were not considered important enough to allow them that expression.
