Even the courts aren't THAT stupid.

Not where I live. School boundaries are drawn up block by block with federal and state laws having input over how many busy streets a kid can cross for one, and they are gerrymandered to make the schools racially diverse.
Transportation funds are also allocated by an address.

Correct. This is the result of a court order by - you guessed it - an Obama appointed federal judge. One of the worst decisions I have ever seen. The state has basically stonewalled the plaintiffs in this case. So instead of imposing sanctions against the CA Superintendent, or granting summary judgment on an issue, the Judge decides to penalize 10,000,000 innocent California students by turning over their personal data to a group of parents. It will be interesting to see what happens when the Court is flooded with 1 million paper opt-out notices (the Judge foolishly would not permit online submissions).
