What all this is is the end result of the “Great Society.” You think this is bad now, wait until our fiscal and economic situation catches up. It’s not a matter of if, but when the welfare state is going to be cut. Right now, the politicians and Fed are using every trick to put off the inevitable but they’re rapidly running out of tricks. When that does come, Ferguson will be nothing. These people are prone to rioting over any small trigger. What do you think they’ll do when the checks stop coming?

The District for decades outlawed handgun ownership until the U.S. Supreme Court overturned the ban in 2008. Since then, city leaders have enacted restrictive laws that are still being challenged in court by gun owners and pro-gun activists.
City regulations allow only those who can demonstrate a “good reason” to need to carry a handgun to be eligible for a concealed-carry permit. Statistics provided by the Metropolitan Police Department indicate that as of Nov. 14, the department has approved 48 permits out of 298 applications. Another 185 have been denied, and the remainder are pending.

See #41. I presume you are referring to the "good" neighborhoods west of Rock Creek Park. Those are quite some distance away. But gentrification is rapidly rearranging the map of DC, and "good" neighborhoods are expanding east of the Park, with some transitional friction from native wildlife that has not yet been fully eradicated.
This stretch of E Street, just above Pennsylvania Avenue, is part of the old downtown. It's pretty much all office workers during the day, with the streets deserted at night. That is beginning to change with downtown residential development in Penn Quarter, and the Gallery Place/Chinatown area, a great downtown rejuvenation success story with lots of nightlife, is only a few blocks away. The theaters are also close, so there will be people returning to their cars later in the evening.
This is not a bad area, just an often-deserted one after dark. There will be targets of opportunity for predators. My guess is that the perps are not from the neighborhood. If we could come up with a biometric system that kept people with criminal records off Metro, we could stop DC street crime in its tracks.
I find it amazing that so many ordinary people still don't realize who/what the fictional "zombies" actually represent. In a widespread absence of plentiful food and other "free shit," a significant segment of our population will wander in mindless packs, seeking whatever it may devour or simply destroy. New Orleans after Katrina was a real world foretaste of the total collapse portrayed in The Walking Dead.
Nothing will stop the attacks. Effective self defense will stop the immediate manifestation of the problem. Not walking in certain areas without a buddy would also be effective in the immediate situation.

With the Death of Scalia, the 2nd Amendment could become history very shortly. I think it would not even take a 5th left Justice. Do not just carry but obtain weapons without receipts. Everyone should trade weapons often and without paper.
A few weeks ago, I got on an elevator in a city building, to deliver a permit application. A young man and woman entered behind me, both black. I had a shirt on with a company logo (engineering).
The man pointed to my shirt, and asked if it was a good place to work. I replied yes.
Then is got....um....’scripted’. He said “Ok, well since we all know about black lives matter, what can you do to help me get a job there?”
I asked if he had any qualifications or experience in engineering...nope. So I told him he could apply for a near minimum wage field position.
It was a very strange encounter - because of the scripted preamble to his question about BLM. There seems to be a notion that there is a BLM movement afoot, and people like me will do x, y, or z...because ‘black lives matter’...I guess out of guilt or whatever. Anyway, I think it is a very dangerous notion - and I’m not surprised this attack happened.
They do not want to be treated better. They want to have fun beating up and killing white people and the cash and credit cards are fun, too.
In Rio De Janeiro and Sao Paolo the feral children are taken care of.
Hereabouts permits are easy but many still are armed without them. Some people are wary of being on certain lists.

Like I started telling people when Chandra Levy disappeared back in 2001 and people said she had lived in a “good” neighborhood: There are NO safe areas in DC except those controlled by the Secret Service. The thugs are mobile and can get to any place in DC with an easy drive.
