It used to be said that French rifles were a good buy because they had never been fired and only dropped once. Maybe this is changing too. IIRC, Obama ROE still forbid returning fire at a mosque from which our troops are receiving fire.

Oops, maybe that won't work so well.
The Muslims are their own gang.
The others will have to be handled on a gang by gang basis, but no one who will shoot randomly into a crowd to get at one person is likely to practice much of a religion except fealty to the gang.
