Ok, this article is confusing to me. It asserts that SCOTUS has ruled against the EPA. It goes on to state that the administration is going to fight the ruling in an appeals court.
How? SCOTUS is superior to any lower court.
Is the author confused or reporting incorrectly? What gives?

That has to be wrong. I read somewhere yesterday that the stay was issued by a federal court.

I think they only put a stay on it until it can be handled in the lower courts later this year.

It will give them time for a little are twisting on the USSC.
Someone on the USSC didn't get the memo.
