Not completely a winner-take-all state. It’s a congressional district winner-take-all state. The candidate wins the most votes in a district and whatever delegates are assigned to that district, he wins them all. Florida is the complete and total winner-take-all state.

Yes and RNC has changed back and forth.

Last time it was to push Mitt over the mark and shut out other candidates more quickly so as to not look like they had a hand in picking our candidate, when they really DID!

It's not an easy task from the RNC's standpoint, when they clearly don't want the input from "we the people" but try and pretend they seek to "represent" us.
