Excellent question! Turns out that Mark "Deep Throat" Felt of the FBI was pursuing the Weather Underground. He authorized illegal intelligence operations against the WU which came to light during the Church Committee hearings of the 1970s. He was convicted and fined $5K. POTUS #40 RWR pardoned him. So Ayers walked because the FBI was exposed for its illegal spying.
