He supported it and then voted against it to provide cover.
Look at the cloture vote.
The guy had pushed it all along, then changed his mind, then voted on cloture to bring it to the floor, then voted against it knowing it was going to pass.
If anyone else did this, you’d spot it right away.
Now of course, it means nothing.

Cloture voting as a way to hide one’s real position has been something Cruz has ranted about for forever.
He does it here, and no one wants to admit that’s what happened.
