This looks like a tiger hunt from old India.

This is how they killed tigers back in old India.

The hunters (the people with the rifles) would take up a position. A large contingent of elephants and people (the “Drivers”) would form a circle around the hunters and then move towards the hunters while making a lot of noise. This would “drive” the tiger towards the people with the rifles. The idea was to frighten the tiger and force it to run towards the hunters where it would be killed. A moving tiger is easier to see and kill.

Right or wrong, it looks like law enforcement was “driving” these people towards the hunters. They couldn’t get off the road because of the snow.

That said, it is completely possible that many of the law enforcement personnel would not be aware of the purpose of the operation.

Whoever was in charge needs to be looked at.

Keep in mind, when their statements were released you couldn’t see his arms do this. There is NO WAY they could have fabricated this to match the video. Shots fired before the supposed “chase” and before the supposed “reaching for a gun”. This right here with witnesses who were in the car should be enough evidence.C”
