The CNN report that said he wasn't staying for the caucus also said he wouldn't be in New Hampshire or South Carolina, which made it sound like he was leaving the campaign. This spread to other media outlets

On twitter, supporters of other candidates (not just Cruz) were posting this since it almost always means the candidate will be dropping out.
