From Governor Matt Bevin, responding to PP's allegation that his administration approved them to open an abortion clinic:

Nov. 19 - Planned Parenthood filed deficient application to provide abortions. Attached to the application were purported written agreements, however, neither was actually with a "licensed acute care hospital capable of treating patients with unforeseen complications," or a "licensed local ambulance service for the transport of any emergency patient," both of which are required to be filed with the Cabinet before abortions can be performed.
Dec. 7 - Mere hours before I was sworn into office, former Beshear CHFS Inspector General Maryellen Mynear advised Planned Parenthood, contrary to the law, that under an unwritten, "long standing" practice which had never before been applied to abortion facilities, they could begin providing unlicensed abortions.
Planned Parenthood never told the Bevin Administration that it would start performing abortions on January 21. The Administration only later learned from media reports.
The law is clear: no abortions can be performed without a license, nor without required hospital and ambulance agreements in place to safeguard the lives and health of women.
Planned Parenthood voluntarily stopped performing abortions after receiving a cease and desist letter on January 28.
Facts are facts. The only policy that matters is the law as enacted by the Kentucky General Assembly. The Planned Parenthood emails do not verify anything other than that former Governor Beshear's IG ignored the plain language of a statute and advised Planned Parenthood that it could perform unlicensed abortions, and that Planned Parenthood assumed the risk by unjustifiably relying on such advice knowing that they filed an application that did not meet the requirements for licensure.
Shut them down 100% and follow the 6th commandment of God!
