Yes, “PEOPLE” has always been defined to mean “individual” in the context of the Constitution. To form the Militia was not a power reserved for the US government but delegated to the PEOPLE which meant it was not a power left to the states (Tenth Amendment). The purpose of the Second Amendment is to defend against an oppressive government. Why would the writers of the Constitution give the power of forming or controlling the Militia, firearms, or ammunition to entities they expected would become an oppressive government? either state or federal?
